The Policy Community Partnerships Office (PCPO) serves the federal policy community by fostering inclusivity, adaptability, and excellence in both policy development and implementation. This Clerk’s Initiative is collectively funded and independent from departmental mandates.

What
we do
Network Policy Capacity
We manage and nurture human relations across layers of public service leadership, policy roles, communities of practice, and employee networks. Our partnerships involve thought-and-practice leaders, recognizing the collaborative nature of policymaking and the complexity of system level changes to advance options that elevate the policy capacity of the future.
Facilitate Dialogue
We support continuous learning and upskilling with emphasis on community engagements that bring perspectives together across policy roles, organizations, and layers of government. We deliver targeted or open community conversations, forums proactively seeking views and feedback, and large scale gatherings such as the Policy Community Conference.                         
Conduct Fieldwork
We run a portfolio of research projects collecting data to bring awareness to evolving policymaking practices. Every conversation, meeting, survey, measurement, interview, case study, scan is an opportunity to step into the world of policy practitioners and gather evidence to respond to community needs with practical action.
Governance
The initiative is supported by an ADM Steering Committee that is made up of our funding partners’ senior executives and chaired by ADM Champion Serge Bijimine (ADM Policy at TC). The Committee meets at least twice a year, and its members serve for three to four years.

The GC Policy Community is an interdepartmental Clerk of the Privy Council initiative launched in 2016-2017. Director Catherine Charbonneau leads the Policy Community Partnerships Office, which is currently in-residence at Transport Canada (TC).
